David M Drawl, Treasurer

David M Drawl became the District's Treasurer/Chief Financial Officer in January 2017. Before joining the district, he served as Treasurer of Brookfield Local School District for 8 years, and Controller/Chief Financial Officer of Ohio Security Systems, Inc. for 18 years. Mr. Drawl received his Bachelor of Business Administration degree from Youngstown State University and is a graduate of Maplewood Local School District in Trumbull County, Ohio. Mr. Drawl has been on the Board of Education of Maplewood from 2002 to 2017.
 

Mr. Drawl reports directly to the Board of Education. Many of the duties and responsibilities of the Treasurer are outlined in the Ohio Revised Code and include the receipt, disbursement, and investment of all public funds, as well as federal and state grants. Mr. Drawl, with assistance from the Board and Administration, is responsible for the development of the district's annual budget and the Five-Year Forecast. The Five-Year Forecast is the financial plan of the district for not only the current year but future years as well. West Branch Local continues to maintain an approach that allows the district's resources to be used in an effective manner to promote our student’s academic achievement and success as well as to maintain our facilities.
 

Mr. Drawl also serves as the secretary to the Board of Education. This includes providing legal notices of all board meetings, attending regular and special meetings and preparing the minutes of those meetings. Mr. Drawl prepares Board resolutions and provides administrative assistance in the operation of all school activity accounts. Mr. Drawl also communicates to the Board and administration financial and management information, including the determination for tax levies and supervises the sale of bonds or issuance of notes, if needed.
 

Bookkeeping

The Treasurer's bookkeeping department is responsible for processing requisitions, purchase orders, invoices and for payment to be issued from the proper funds. Financial reports are also provided to administration in order to effectively manage their budgets and resources
 

Payroll

The Treasurer's payroll department is responsible for the efficient operation of the payroll function to ensure proper personnel records and timely disbursement of the payroll. Responsibilities also include the maintenance of official records of employee absences, as well as working with the Human Resources Department in coordination of the district's employee fringe benefit programs. Responsibilities also include managing and reporting of Worker's Compensation.
